I have tested this and found that if you start to fill the from from the Thank You page link, and then try and go back to re-enter through the e-mail link, the saved information does not appear. Any thoughts?

As long as the URL's are the same, they should both save the data in the same manner. It should not matter where the URL's are being copied from or if the URL is entered manually.
Here is an example URL:
That same URL should work in the thank you page, email notification and when entered manually.

For the session identifier, I would recommend something like email address that will not resulted in URL encoding. Either that or use URLENCODE on the field values in the URL:
