Users able to submit form without completing required fields

I have previously submitted a query around this matter but I cannot find/access the original thread around this issue and so I am starting a new one.

I have created a form which has several required fields that are conditionally activated. Previously, users were able to make submissions on the form without completing the required fields. It is important that users complete all the required fields on the form. One of your support team members identified conflicts between some of the conditions of the form and suggested that this might be why the required fields were not necessarily being required for submission.

Following this I redid all of the conditions of the form but the problem with submission of incomplete forms persists. Several users have subsequently made submissions without completing the required fields. The form is not posted to a website but is offered to individual users via an email url link. Please advise on how to correct the problem with the form.

Besides that, I have checked your form named "NSPCA TRAINING APPLICATION FORM" and tried to submit the form without fulfilling required fields. The form is unable to submit due to errors in required fields. 

Also, I have cloned the related form on my side. I am not able to reproduce the issue you had.
