I cannot find any kind of text formatting.

We are researching different online form designers, and the most important thing for the approval people in our company is being able to format the text and other design elements. I have seen references to, and pictures of, a Form Design tab but there is no such tab visible in "My Forms", and we cannot find any way to format our text. Not even a custom CSS area.

Is it not available in the Starter version?

The form on your account is created with the 'Single Question in One Page' layout and the Form Designer and Custom CSS options do not exist in this layout. 

If you want to use this options you have to change the layout of your form to the 'All Questions in One Page' layout. This can be done on the Form Settings page of your form. 

You can also change the layout option on the settings page of your account.
