Pricing plan question

Under pricing plans, it says for the starter plan "receive 1 payment", so does that mean only 1 person per month can make a payment?

This is effective for the users who created their account on or after 1st of November.

This means free plan users can get only 1 payment based submission per month.

I am still not clear on what that means.  Can only 1 person buy something? 

Only 1 submission is allowed which includes payment. So if a form has a payment integrated with it, it will be used for one time for payment based submission each month.
