Can I share my form to specific people only

My forms are only for use by certain people.  Do I have to publish them, or can I just provide the link to the people that I want using them?

The term "Publish" means that either you attach it to your website or to other pages using the embed codes or just get the link of your form and share it to specific people.

So in regards to your question "can I just provide the link to the people that I want using them?", Sure, you can just share the link to the people you want.
