I'm thinking of buying a bronze package. Is 1000 submissions for each form or all forms?

If you will buy a Bronze package, you can get 1000 submissions total for your forms.

That is the total limit of your account. It doesn't change for each form.

do we have to buy the top package?

When you reach any of the limits your forms will not be submittable until the next first of the month when all limits reset or you upgrade. You can also increase the submissions limit by using Get More section: https://form.jotform.com/myaccount/getMore
