Users are not able to submit a second form after submitting an initial form. Is there a place in the settings to allow multiple forms to be sent in?

I would recommend you to check the form settings, you will find two options that will prevent multiple submissions.
Please go to the settings tab, form settings section, click on the show more button to have more options:
Scroll a bit down to find the "Unique submission" and "Unique question" sections, they should be as "No Check" to allow multiple submissions from the same user.
