Site is telling me I am over quota

i am trying to understand how I am over my quota when I only have had 7 submissions 

This is because due to recent adjustments, free accounts are now limited to get only one payment per month. So it seems this limit has reached the payment quota. You can upgrade to the next level in order to get more payments.
