I'm having trouble with the autoresponder. I have tested my form with multiple personal emails using hotmail and gmail but have not received the confirmation emails to those accounts. I receive the confirmation as the user, but the autoresponder to the "person" completing the form is not being triggered. I've checked my junk mail and suspect something is not set-up correctly?

You may review your email activity history to check the delivery status of your email alerts. You can check out the steps on how to view your email logs here: https://www.jotform.com/help/293-How-to-View-All-Your-Form-Email-History
Provided that it appers to have been sent, you may check your email's spam folder to check if the missing emails landed there. If the missing emails are not in your spam folder, can you please share with us the link to the form that you have filled up so we can further check the status of the email alerts and see what's happening?
