I have one person who is trying to submit a response (first submission) to a newly created form, adn is getting an error that he cannot enter double submissions.
He cleared the cache, and still gets the error. Meanwhile, other people using the same IP are submitting with no problem, so far.
can you perhaps see any error activity in they form "NDe Europe MVP FY18 Q2" or can tell me how to remove the restriction to 1 submission per IP only?

If they are getting that message, then "Unique Submission" is enabled in your form. To disable it, set it to No Check. Here's a guide: http://www.jotform.com/help/64-What-does-Unique-Submission-Mean?
