What happens to attempted uploads when we reach our upload limit?

We received notice that we had reached our upload limit.  What happens to submissions that are made before we got JotForm's paid or upgraded to next level?

If you're close, but still below the upload limit, your form will be accessible and files will be uploaded normally.

On the other hand, if you're over the limit, your forms will not be available. So users will not be able to submit.
