Can we convert PDFs to forms?

i tried to import some pdfs and i got a reply email saying that jotform wasn't able to import these.  i also replied to the email like they said, to get clarification, and the email was returned undeliverable.

can i import a pdf so i dont have to create one completely from scratch?

The PDF import may work for some fillable PDFs only. The PDFs cannot be converted into the web forms.

I am afraid that if you need a web form, you will need to create it. The forms can be created from the scratch or cloned from our free templates gallery, the templates can be edited.
