We are on a free plan and we have not had an upload since September. We have edited the form and we ran one test and now have been told we have exceeded our quota and need to pay for the service. Can somebody please answer this as one test email in 3 months seems pretty low.

I checked your account and it is currently over limit for file upload storage. It is at 974mb/100mb. Your Venue hire form looks to be the cause. Deleting submissions that have files attached will reduce that total:
I would recommend backing up and data you need saved before doing so.
