How do I populate a field with a predetermined number? (for example 100%)

You can use the default value under properties of the field you want it to have default value. Once you add the default value incase the form is submitted without the field being filled, then the default value will be submitted with form submission.
Kindly note that Default Value is different from Placeholder as place holder will not be added in the submissions once form is submitted.

The only way to pre-populate values inside of an input table field is via URL parameter or with pre-populate app:
