Sounds like the FREE plan will do. It allows up to 100 submissions per month. On the 1st day of each month the counter is reset to zero.

Here's a comparison of the different plans. Note that submissions and payment submissions are different. Payment submissions refer to credit/debit/Paypal transactions. They are underlined here in red.

You can choose Bronze plan, this plan can hold up to 10 payments.
