How can I share a completed jotform with someone else before I submit the online form?

I need to get approval on a grant submission before I submit it.  

When I share the url, only a blank form is shared. See below.

The Form URL/Direct link when loaded will always load the form blank unless the fields in the form are set to have a default value or the fields are pre-filled using URL parameters — Prepopulating-fields-to-your-JotForm-via-URL-parameters
