Hi,
Has anyone successfully utilized jotform for the complete hr needs, such as filling out required tax forms I9 and w4.

Yes, we have had customers who has either created their own copy of the I9 and W4 forms or just added a link to the official docs, like https://www.irs.gov/pub/irs-pdf/fw9.pdf.
To create a copy of the I9 or W4 forms, simply create a new form, then add all the fields required for that specific form. Please see this guide to help you get started.

On the other hand, you may just add a link within your form that points to the official docs, then have your users upload the signed form. To do this, please follow this guide:
1. In your form builder, add a Text field
2. Double click on the text to edit it, then click on the Add URL icon
3. A new window will appear where you can input the link and text to display. Click Ok once you're done.
4. You can then add a file upload field so your users can upload the signed copy.
