I am pre filling 4 fields on my form via the custom URL. It all works fine.
However, it seems that the fields are then UNEDITABLE by the customer.
Is this correct? Can it be changed.
I can't seem to make it work in testing.

In general, fields should be editable even if they are pre populated via URL. But, I see that some fields are read-only on your form, users will not be able to edit those fields. You can change this setting as shown on a screenshot:
