Having issues with our form.  We give members the option to pay via credit card on the jotform or simply click register and tell us the check is "on its way".  Members bypassing the cc input and using the check number text are given an error stating the cc info is required.  We do not have this requirement on the system so what is happening?.jotform.com/83147274595163https://form.jotform.com/83147274595163

What happens is that you're passing the total amount to the payment field and the payment field will require to fill the payer info if it has an amount to charge, I do not see a question asking the user the payment method, what you should do is to ask the user how they will pay and show either the payment field or the instructions according to their selection.

Simply add a new radio button to your form asking if they want to pay using a credit card or check, then set a condition to show the payment field if they have selected credit card or show a text with instructions to send the check, this guide will help you setting up the conditions: https://www.jotform.com/help/316-How-to-Show-or-Hide-Fields-Base-on-User-s-Answer

I would also recommend you to set the form to clear hidden fields, this can be done on the form settings:

    I hope this helps.
