In the 'Product Order Form' template, why is the pre-populated section not able to be duplicated

I used the Product Order Form template and it comes with a pre-populated product section that includes quanitity, size, etc. It also has a payment information add on. 

Unlike all the other section or questions types I can add, this one does not have the option to duplicate it. I'd like to create more than one section that looks like this with different products.
