The form will check the time on respondent's device. So if the users are in different time zone, they can still submit the form after 23:59.

    thanks.

i am on the east coast. will a user on the east coast be restricted to the 23:59, and a user on the west coast have an additional 3 hours? is the time i set determined by the location of the server, or by my location?

Yes, the user on the east coast will be restricted to the form after 23.59 and user on the west coast have an additional 3 hours. The time is compared with the local time zone of the person filling up the form.
