Back and Next Buttons

Each time I add a page break to add the Next and Back buttons, it puts the 2 buttons on separate pages on my form. How can I prevent that and have the 2 buttons on the same form? I'm following the directions that were online.

The only reason these page breaks are like that is because these are the first and second pages of the form. The first page cannot have the Back button, and the second page does have the Next button because it is the last page at the moment. If you add a third page to your form, the Back and Next buttons will be next to each other on the second page.
