For this form, I want my team to be able to add another submission from the pipeline section if they have more than one entry and or skip this section (not mandatory) if they do not have anything to enter. Is there a way to add in the following options?
Add Another Entry (Same exact fields in this section)
Skip (to next section if they have nothing to add)
Next (to go onto RFP's and then New Relationships)
If this is possible I would want it added to the top 3 elements - Pipeline, RFP's New Relationships
Finally, can this all be merged and compiled into one google sheet ongoing as submissions are added?

Based on the screenshot you have shared, you seems to have added cards form layout. Please note that it is not possible to duplicate the same fields in one single card.
I would suggest you to please take a look at our "Configurable List" widget and see if it fits into your requirements. This will allow you to duplicate question dynamically in form.

Now, I need assistance with how the data fills into Google Sheets. Can you help me with that? The formatting is the issue. I need each form to go into a separate cell versus merged together as it is currently. See sheet example (link below) and cell D2 as an example. Can the data be separated into individual cells versus all in one?
Or at the very least one entry per row?
I need to be able to take all this compiled data each month and be able to forward it on to the executive team in one clean, easy to read format if that makes sense.

That's, unfortunately, the downside when using a configurable list widget. You can't separate its data into different columns when sent to Google Spreadsheet. They are treated as a single field so they are added into a single column.
What you can do for now is to create a formula into a new tab sheet that separates these values into different columns.
Then use SPLIT formula. Here's a reference https://support.google.com/docs/answer/6325535?hl=en

Thank you! Two more questions.
1) Can I increase the size of the notes/comments box in the configurable list or put it on a new line to increase the size, so the user can see everything they are typing? See the RFP section for an example.2) After someone has entered the data in the form can this also be emailed to them as well as me? -
