How can I access uploaded documents via links in Excel?

When I download the Excel version of my forms submissions, the upload link is broken. When clicking, it previously uploaded the submitted document. However, now it no longer works. Is there something I can do (a setting perhaps?) in order to fix this? I'm not sure what changed and why this is no longer functioning like before. Thank you!!

Please uncheck the restriction within your My Account > Settings page that requires log-in to view uploaded files.
