Restore submission data on a free account

With the free account, only a limited amount of submission data seems to be saved.  Is there a way to restore prior submission data if I upgrade to a subscription account?

Unfortunately, we can no longer restore a deleted submission caused by the form submission limit.

For free accounts, the over-quoted submission will be immediately replaced by the new ones, and in that case, older submissions are permanently deleted.
