How do you download images in the new table view? It only allows download as pdf.

To download a single file/image uploaded to a form, click it, then click the green download button as shown below.
To download all files/images uploaded to a form, click on "Download All" in the right top corner, then click "Download attachments" as shown below.

I'm using an image widget and the option is not available.

That's because you're using the widget below, not the Upload File field.
There seems to be no proper way to download the image on JotForm Tables. However, you can easily download it by clicking on it using the old submissions page.
You may switch between the new version (Tables) and the old version (Submissions Page) as shown below.
Then click on the image.
Also, I've successfully escalated this as a feature request to our developers to implement an option for downloading images in JotForm Tables for the addressed widget.
