People are stating its not allowing them to put their CC info in and receiving a screen saying payment_error order id is missing. im not receiving an form responses.

Are you referring to your https://www.jotform.com/form/210364133980047 form?
Looks like your PayPal Business account is not connected.
In case you're having issues connecting your account, try setting the Mode to Test, revert it to Live, then connect again.
If that doesn't work, try using PayPal Checkout.
