This connection works for me. My suggestion is to delete your old Jotform connection from here https://zapier.com/app/connections/jotform and add a new one.
Please note that you can only choose the "New Submission" trigger. There's no trigger for file upload. What you can do is make the file upload field "Required" so every submission will contain a file upload file.
Kindly test it again on your end and let us know how it goes.

Ok I discovered the "problem".
In Jot general settings, you must disable "Request login to view documents" (that is enabled by default) 🤓
Now, it works.
