I built a form from a template with the option to "upload resume" as well as "upload images" both allowing all formats and file sizes.
When I tested uploading, upon receiving the "applicant" email" i get a 404 notification and can not view anything that was uploaded.

Please let me know how to get this feature working.

I did check your form "Contact Form with Upload Function" and found that you have received uploaded file in only one submission. The uploaded file itself is the image showing 404 that you have shared in this thread. Please check the screenshot below:
Have you deleted the submissions in which you received the uploaded file? The issue could be related to the privacy setting of your account which requires you to be logged in to your JotForm account to view any uploaded files. I would suggest you to please uncheck "Require log-in to view uploaded files." privacy from your setting page and that should solve your problem. Please check the screenshot below on how to uncheck privacy setting:
