To my understanding, here's how the Approval element of the Approval Flow of your form is set up.
The Approver Email Address is set to an email address that does not have a JotForm account and the Require login for approver option is not checked.
To meet your requirements, please make sure that these options are enabled under the Advanced tab of the Approval element properties.
