Can a collaborator edit a approval workflow

I saw that a collaborator can edit a form, but is there a way to allow a collaborator to edit an approval workflow ?

I hope you're doing well and thanks for reaching out.

Based on my test, collaborators can only edit the form, not the approval workflow. I'm getting a 401 error which means I'm not authorized.
