I made two test submissions on your form, to test both the conditions, but the form seems to work regularly, and I was able to submit it without a problem.
Could you kindly tell us more about the issue?

I talked to the user. She was on ie. Made her switch to Chrome and clear cache (appears to be user error). I am soooooo sorry to have troubled you.
