Why does the button text for file upload only work when "multiple" upload is enabled?

I want to change the text for the file upload button.  Under properties, on the first row I can change the button text.  However, it doesn't take affect unless I enable multiple uploads.

Is there a way I can change the text without enabling multiple uploads?

Please be noted that it is not possible to change the text of normal file upload button as it is inherent to browser you are using. The only way to change the upload button text is by enabling the "Allow Multiple" property of your upload field.
