I tried to test the form to make sure it worked, but did not process a payment. The filled out form did not populate into a spreadsheet. Does this happen after payment?

When you submit the form, you are redirected to PayPal checkout page where you can process the payment. If you do not settle the payment, the submission is still recorded but it is logged as "Incomplete Payments".
I did check your form's submission page and found that you have received 7 incomplete payments. Please check the screenshot below:
Have you actually made the actual payment yet? The input data of the incomplete payment submissions seems to be just the test data. If you have received the payment in your PayPal account and still the submissions are logged as incomplete that means the IPN is not enabled in your PayPal account.
