That usually involves Flash animation or an animated GIF with time delay before redirecting or loading a page.
What I am saying is, it might not be something that you will need to do on your jotform -- but on the web page instead (which usually where the jotform is embedded).
We have guides on how to embed jotform to flash website.

You can test the demo page here (with 5 secs delay)
