Currently on free plan. What happens to submissions that come in if the 100 limit is reached. Does the individual submitting the form get an error message? Do I get a message the limit has been reached and other submissions are waiting?

When the account is about to reach the limits, you'll get a message warning you about it. If the account goes overlimit, it will disable the forms until the counter get reset (on the next month, 1st day) or until you upgrade. This action will not affect the forms themselves or the submitted data. Once the account is re-established, you'll still see the submissions.
