I do apologize for the issue that you are experiencing with your email notifications.
After reviewing your form, I am seeing that it is a payment form, your test submission did not complete a payment as such it was marked as an incomplete payment.
When ever you receive a incomplete payment, a notifications is not sent out to you unless you change the settings to receive this notifications.
