How to make comments form where user can reply to the previous comments

Sorry but that's not one of Jotform's capability. It is not possible in the form builder. But you can use Jotform to submit comments and receive notifications over email. Or you can download your form source code, and use Jotform API to submit and fetch data from the server. Though, that's a very complex solution which isn't very easy to implement. It would require extensive knowledge of javascript and PHP.
