2. When user fill the form, we can show a unique number from "Random number generator".
When user fill some other form we want user to fill this unique number and email id, and we want to cross check if number and email is matching with our record that user filled earlier, then only user upload his competition file.

Unfortunately this is not something that can be achieved using JotForm alone. This would require a lot of configuration on your web servers.
To achieve this, you would need to send the submission data to your websites database. You would then have to use the source code of your second Jotform and modify it to ask for that data when your user is filling out your form.
