How can I create a form where 1 person fills some in, then sends on to someone else to complete?

Is it possible to create something that I would then fill in the first section of, before sending to a client for them to complete?

I think you could use the Save & Continue feature to accomplish this. Check this guide: http://www.jotform.com/features/save-and-continue/ or you can also allow your clients to edit their submissions: http://www.jotform.com/help/40-How-to-Let-Users-Update-Their-Form-Submissions-at-a-Later-Date 

Please note that both methods above will allow your clients to modify what you've already filled out on the first section of the form.

If you want to prevent that then you could create 2 forms (one will be filled out by you and the other will be filled out by your clients) and use the Combine Submissions app to merge the data of both forms for you to analyze.
