These three are different entities of each account that are limited as per the plan chosen by the user. The submissions are the normal form submissions received. If the form is enabled with SSL the form data received will be encrypted enabling secure submissions. If there any payment methods are being used on your JotForm such as PayPal, Authrorize, etc to accept payments from your users, these submissions are known as payment submissions.

If either of these limits are exceeded as per the limits set on the plan, the account is set to overlimit and the forms will be disabled. You may need to wait for first of the following month so that the submission counter will be reset or you may need to upgrade to a paid subscription in order to continue submissions.

    Hope this information helps. Thanks!
