why am i getting all my submissions saying incomplete payments when everyone says they made their payment ...please help asap

Have you received the payment confirmation from PayPal from the orders that were marked as incomplete but payment was actually made?
You can manually complete the submissions by clicking on the Complete submission button as mentioned in the step 4 in this guide: http://www.jotform.com/help/135-How-to-View-Incomplete-Payments
Please check in your PayPal account if these payments were actually completed. Also, let us know if this happens with all the submissions or only with some users.

no paypal confirmation but they all say they have made their payment with their card....wondering if something isnt getting routed or something

so should I guess for these i should just send a payment request?

If on Jotform they show as incomplete payments and if you cannot track the payments on your Paypal account, it seems that the payments were not successfully completed.
I created a clone of the form, and made a payment:
The submission was completed and I received a confirmation email from Paypal, regarding a successful payment.
Yes a payment request can be an option for these failed payments.
