I really don't want to be billed monthly. Previously, my account was billed annually. Can I switch it back

The best thing to do would be to first downgrade your account back to "Free" to cancel your current subscription and ensure you are not double billed. After you have downgraded back to "Free", you should then have all the options available for upgrade, including yearly and bi-yearly billing:
