I am using Firefox 37.0.1 on Mac Yosemite. Cannot get the Submit button to change style through the normal procedures. Same issue with Safari. Send button 'jumps' like it wants to change but nothing happens.
It believe this is because your form already has a custom CSS code that also styles the submit button. I've cloned your form for testing purposes, on the screenshot below, you can click the submit button and you'll see the custom CSS code that is used to style it.
What I could recommend is that you clone your form first, then you can make edits on the clone form, like deleting some custom CSS code for the button and changing it using the default tools in the Designer.
