This form is integrated with freshbooks and upon submission it creates a new account in freshbooks even if the same company name has been entered. Additionally it does not fill in the state field in freshbooks (that may be a freshbooks problem)
Also how do you make rules for questions?

As far as I know, the integration treats each submission as a new entry. Which is why it would create a new account rather than updating an existing one. The fields are mapped during the integration:
Every field that was mapped during the integration should be filled in Freshbooks. If one is missing, I would recommend setting up the integration again to ensure it was included.
As far as rules for questions, I am not sure what you are referring to. If you could explain a bit more it would be appreciated. Admittedly, my experience with Freshbooks is rather limited.
