I am not sure if I have understood your question correctly. We have received an empty question from you with just the title as "Payments not showing up in PayPal".
Do you mean to say that you are not receiving payment submission in your PayPal account? With which form you are having this issue with? I did check your last edited form and did not find any issue with that. You have configured your PayPal question correctly. I did send a test submission and I was successfully redirected to PayPal checkout page. Please check the screenshot below:
I did check your form's submission page and found that you have several payment submissions ended up in "Incomplete Payments". Please be noted that if user is redirected to PayPal checkout page but do not settle the payment, submissions will be marked as incomplete payments. Can you please confirm that you are receiving payments in your PayPal account but they are still marked as incomplete payments? If that is the case, most likely IPN of your paypal account is disabled. I would suggest you to please check the IPN setting of your paypal account and enable it.
