For instance. There are three divisions, early childhood, lower school and upper school. If a teacher is filling out the supplies request, and they select their division, say lower school, I want the submission to be sent directly to the lower school division head and not the other division heads.

It sounds like conditional email notifications may be exactly what you are looking for:
To enable this go to:
Setup & Embed > Conditions > Select Send an e-mail after submission
This will allow your notifications to be sent to different addresses based on entries in your form.
