I am using PayPal on my form and would be grateful if someone can show me how to change the code to replace the radio to drop downs. I know you can't do this it jotform but if someone can help me edit the source it would be much appreciated.

Unfortunately you cannot do that. The source code of the form does NOT include the source code of the Payment integration.
Even if you get the full source code of the form, you will not be able to modify the code for the Paypal integration because it is not included.
Modifying the code can also cause problem (like disconnected integration) since the payment process relies on the API used.
A workaround you can do is to create a custom payment form that uses dropdown fields as your package selector.. and then just use condition logic to transfer the selected option to the Payment radio buttons
