Can you please let me know what internet explorer requirements are for the PPAP submittal website or send me in the direction of someone who can answer this question? I can submit on an XP computer running IE 8 but cannot submit on Windows 7 computer running IE 10.

We always recommend the latest stable version of the browser. If I understand you correctly, you are referring to the file upload tool right? There could be a number of reasons why it is not working properly in computer or browser to another.
Are there any error messages? Please provide a screenshot or a more detailed information what exactly is happening? Are you providing the direct form URL to the customer or is it embedded on a webpage?
Unfortunately, I don't have IE10 but I have IE8 in a Windows 7 computer. The file upload tool works fine, here's a screenshot:
Please take note that you set the allowable file extensions: pdf, doc, docx, xls, csv, txt, rtf, html, zip, mp3, wma, mpg, flv, avi, jpg, jpeg, png, gif, xlsx
