Save and Continue later not working

I used the Save and Continue later instructions to allow my long form to be filled in sessions, and it's still only autofilling per the same browser and computer.

Considering that auto fill feature

saves the data into the local browser storage of the user so it's required to continue using the same computer and browser and it is also working through session, behavior you are observing is normal because auto fill is enabled on your second form. If you need form users to continue later using another device and browser, you need to use Session URL method instead, like you setup already but you will need to disable autofill feature on your second form. 

After disabling autofill feature on second form you be able to pass data from your first form to second form.
